The best place I found to get this stuff all in one place is Alther''s Mill. Lots of Condors and Spiders, and the occasional Goretusk. But no one cares about the lack of Goretusks since you can find those guys in abudance near the flight path.

The best way for Alliance rogues to get their lockpicking skill up at level 1620 (after getting the Pick Lock skill) is Alther''s Mill in the Redridge Mountains region. Erion''s Behest was not a prereq for me (level 16 gnome rogue). That was important for me cause i wanted to do the alther''s mill quest and almost flew to darnassus to start at the beginning. I can''t really see what i might of had that would have been a prereq for this quest for me.
Once inside the mill, I was never attacked and was able to focus on just lockpicking. By standing in location on the screenshot, I was able to pick 4 lockboxes without having to move which was nice.
